Determination of Planning Applications : Eppleton Quarry

Fairhurst was appointed by Sunderland City Council (SCC) to provide planning services and to project manage the determination of two planning applications at Eppleton Quarry in Sunderland. In 1999 a Full Planning Application was submitted for the reclamation of the Quarry and Colliery by the extraction and processing of minerals, coal washing, construction of a new access road, importation of inert construction waste and soil and restoration to a country park and 5 year aftercare on 37.8 ha of land.

The first application Fairhurst have to determine is a Section 73 Application to vary two conditions relating to timescales for the completion of works on site. Following review of the supporting documents and liaison with the Client and Applicant it was considered that the proposed timescales were unachievable and therefore the application was then amended.

The second application under consideration is a Full Planning Application and Environmental Statement for the continuation of operations in the eastern part of the existing Eppleton Quarry and the extension of sand and limestone extraction northwards from the existing site.

Fairhurst are acting on behalf of SCC and as well as determining the applications have provided support for statutory and public consultation, undertaken negotiations with the Applicant and Agent and held public exhibitions in order to discuss the applications with interested parties.

Fairhurst is involved extensively in the project management of both applications throughout the determination period and the Section 73 Application is expected to go the Council’s Planning Committee by the end of 2008 and the Full Application in 2009. The Committee reports will be prepared by and the applications will be presented to the Committee by Fairhurst.
